项目位于常州市殷村职教园内、创业大道西侧，育才路北侧。项目功能定位为：民警职业训练的示范基地；全市警务技战术的研发基地；警队核心价值观和行为规范的培育基地；全市重大警务机动力量的备勤基地；全市公安民警身心健康的调适基地；社会安保力量的培训基地。

The project is located in Yincun Vocational Education Park, Changzhou, west of Chuangye Avenue and north of Yucai Road. The project functions are positioned as: a demonstration base for police vocational training; a research and development base for police technology and tactics in the city; a training base for police core values and behavior norms; a backup base for major police mobile forces; and adjustments for the physical and mental health of police Base; training base for social security forces.

设计取意人民警察刚正有力的公众形象和年轻警员的热情活力。建筑立意从飘扬的红旗中提取出红飘带的形象，旨在表达警察在人民群众心目中是一面鲜红的旗帜这一主题立意。红色的飘带是连结警民的有力纽带，寓意着人民警察亲民、爱民、为人民服务的形象。

本项目包含教学用房、行政综合用房、训练场地和保障用房四个部分。各功能建筑组团的边界勾勒出场地中心的景观区域，水面中央的小岛上布置警营文化中心，以营造出舒适和谐的警校文化氛围。建筑群体以此为中心，北侧为综合训练馆一翼，南侧有一东西向的景观大道，连接了西部的田径场和教学生活中心区，景观大道的南侧，靠西为办公楼，东为教学楼，两者以大屋盖相连，自然形成了校园的主入口，入口对景为中心小岛。由此，形成了前区广场—校园入口—景观大道—水面—警营文化中心—综合训练馆，这一丰富的中轴空间序列。

The design draws attention to the powerful public image of the People ’s Police and the enthusiasm of young police officers. The building intends to extract the image of a red ribbon from the flying red flag, which is intended to express the theme of the police as a red flag in the eyes of the people. The red streamer is a powerful link between the police and the people, which implies the image of the people’s police who are close to the people, love the people, and serve the people.

This project includes four parts: teaching room, administrative comprehensive room, training ground and security room. The boundary of each functional building group outlines the landscape area in the center of the site, and a police camp cultural center is arranged on an island in the center of the water surface to create a comfortable and harmonious police school cultural atmosphere. The building group takes this as the center, the north side is a wing of the comprehensive training hall, and the south side has an east-west landscape avenue that connects the track and field field in the west with the teaching and living center area. The south side of the landscape avenue is west of the office building and the east is In the teaching building, the two are connected by a large roof, which naturally forms the main entrance of the campus, with the entrance facing the center as an island. As a result, the former district square — campus entrance — landscape avenue — water surface — police camp cultural center — comprehensive training hall, this rich central axis space sequence.

方案以现代的设计语汇营造内敛、有序的空间意象。建筑立面简洁、有力，同时又具有校园建筑的朝气与活力。南侧临街的行政综合楼和教学楼上宛如红色飘带一般的金属屋面板曲折蜿蜒，挺拔而不张扬，将两幢建筑很自然地连在一起，象征着警民关系如纽带般的紧密牢固，同时也表现出警察学校特有的力量感和新一代警员的年轻与热情，避免了传统观念中警察学校冷酷、强硬的建筑形象。

The plan uses a modern design vocabulary to create a restrained and orderly image of space. The facade of the building is simple and powerful, but also has the vigor and vitality of campus buildings. On the south side, the administrative complex and the teaching building on the south side look like red ribbons. The metal roof slabs are twisted and zigzag. They stand upright but not ostentatious. They connect the two buildings naturally, symbolizing the close relationship between the police and the public. At the same time, it also shows the unique strength of the police school and the youth and enthusiasm of the new generation of police officers, avoiding the cold and tough image of the police school in the traditional concept.

同时，主要立面上的外墙采用了规律渐变的金属百叶造型形式，体现出理性严谨的秩序感，细节之处传达出细腻的层次变化。作为警察学校对外的主要界面，这样的建筑立面具有极高的标志性和很强的辨识度。此外，红色的折形金属屋面与规律渐变的百叶，也作为建筑造型的主要元素而贯穿了整个校园建筑群，形成统一的建筑意象。

At the same time, the outer wall on the main facade uses a regular gradual form of metal louver, which reflects a rational and rigorous sense of order, and the details convey a delicate level of change. As the main external interface of the police school, such a building facade has a high degree of iconicity and strong recognition. In addition, the red folded metal roof and the gradual shutters also penetrate the entire campus building group as the main elements of the building shape, forming a unified architectural image.
