AECOM作为北京亮马河四环以上滨水景观廊道的设计方，统筹整合了景观、水利、水生态、桥梁、灯光设计等多个专业团队的深度融合，对亮马河一河两岸及沿线景观进行改造设计。项目位于北京朝阳区，西起香河园路，东接朝阳公园，涉及河道全长5.575公里，毗邻外交使馆区、三里屯、启皓大厦、燕莎友谊商城、凯宾斯基饭店、蓝色港湾、朝阳公园等人群汇聚的城市区域。基于亮马河所处的地理位置，解读它被赋予的意义和任务，梳理它在当代城市中的角色定位，扭转河道萧条荒芜的现状，重聚人气，成为项目的设计关键所在。

As the design consultant, AECOM has coordinated multiple teams, including water, ecology, bridge, and lighting design, to renovate the Liangma River and its surrounding landscapes. With a prominent location in Chaoyang District, Beijing, the project covers an area up to 5.575 kilometers along the river, which is close to popular areas such as the diplomatic district, Sanlitun, Qihao Tower, Yansha Friendship Shopping Mall, Kempinski Hotel, Blue Harbor and Chaoyang Park. The key to the project’s design is to interpret its significance to the city, create more green public spaces, open up possibilities for use, and inspire a new urban vitality in the region.

在打造这座城市面向世界的形象窗口与城市金名片——“亮马河 · 国际风情水岸”过程中，项目团队希望以河道复兴带动城市更新为核心理念，以高质量的滨水空间为目标，实现以河道“线”的提升带动城市片区“面”的发展，以水为媒介推动形成城市独具特色的蓝色经济带。

During the re-building of Liangma River, the project team aimed to create high-quality international waterfront spaces with a unique charm. The goal was to rejuvenate the river, the area and the city as the river serves as a medium to promote the formation of a unique urban blue economic belt.

How can we meet the diverse needs of the citizens and encourage public participation?

看见河岸，续写故事
A river with rich heritage

亮马河，这个名字映射出曾经在它周围出现的生动场景。这里，古为客商进京停歇之地，亦是皇族饲养马匹的水土丰饶之地。相传古代皇宫御马养护机构上驷苑在此地养马，另有说法是客商的马驮车队进出京城前，在此河畔给马匹喂饮洗涮，洗完的马匹就在河岸上风晾干鬃毛，故得名“晾马河”，久而久之，人们开始称其为“亮马河”。上世纪八十年代开始，亮马河在持续的水体治理下，河水渐明，两岸渐绿。不过距离它成为拥抱居民活动、协同城市发展的城市空间，还需要完善滨水景观、配套设施，并解决沿线企业背河发展的问题。

The Liangma River, once bustling with vibrant scenes, served as a resting place for merchants entering Beijing and a fertile land for raising royal horses. Legend has it that the ancient imperial horse maintenance institution was located here, where horses were fed and washed before entering the city, giving rise to the name “Liangma River,” as horses dried their manes on the riverbank. Since the 1980s, under continuous water treatment, the Liangma River has become clearer, and the surrounding areas have become greener. However, to transform it into a vibrant urban space that accommodates resident activities and aligns with surrounding urban development, the area’s waterfront landscapes and supporting facilities need to be improved, and the development of business along the riverbank must be addressed.

随着城市更新进程的不断推进，亮马河作为朝阳区关键公共滨水空间的重要性逐渐凸显，成为新一版北京市城市总体规划的重要部分之一。此时，亮马河之于城市的功能与角色已产生了转变，它既需要具有防洪排涝的功能，也需要成为供市民活动的滨水绿色文化休闲廊道。

With the continuous urban renewal, the importance of the Liangma River as a key public waterfront space in Chaoyang District has gradually become prominent. It is becoming a significant part of the new version of Beijing’s overall urban planning. At this point, the function and role of the Liangma River in the city have changed. It not only needs to support with flood control and drainage, but also needs to become a waterfront where residents can enjoy culture, leisure and nature.

营城之思，还河于民
A river should belong to the residents

自然与城市本应没有边界而相互渗透。在项目团队看来，柔化每一条边界，建立人与自然的对话，在同一城市空间中实现自然、文化、商业的无间融合，是在回应人们对居于美好生活环境的期待。

There should not be a line between nature and the city. In AECOM’s view, softening every boundary, establishing a dialogue between people and nature, and achieving the seamless integration of nature, culture and business in the same space is a response to people’s expectations for a better living environment.

项目团队决定打破亮马河沿线分割了城市与水、隔开了人与自然，也分离了历史与现在的直立围墙和高高绿篱。在设计过程中，项目团队以周边企业及居民的需求为切入点，提出“建筑-绿地-水体，三者无缝衔接”的创新理念，使后方功能可以延伸至水岸空间，也使得水岸景观可以不断延伸生长。亮马河两岸沿线原本破碎、不成系统的公共空间被重新整合为，一条拥有特色多元的滨水慢行系统、丰富多样的驳岸形式以及完备的公共服务设施的5.5公里长的蓝绿风景廊，并成为北京市民触手可及的门前“绿水青山”。

The project team decided to break the lines between the city and water, between people and nature, and between history and the present, through the design of the Liangma River waterfront. We proposed an innovative concept of “Creating a seamless integration of buildings, green spaces, and water”. The fragmented and unsystematic public spaces on both sides of the Liangma River have been reorganized into a 5.5-kilometer-long blue-green scenic corridor with diverse characteristics and comprehensive public service facilities. It is now “green water and green mountains” accessible to anyone.

项目整体分为“生活休闲水岸、国际交往水岸、商业活力水岸、自然生态水岸”四大主题段，形成“水清、岸绿、景美、蕴深”的“亮马河·国际风情水岸”。

The project is divided into four main sections: “waterfront for leisure and relaxation,” “waterfront for cross-culture communication,” “waterfront for business vitality,” and “waterfront for natural ecology.”

生活休闲水岸段（香河园路至新东路段）主要作为生活社区，为附近居民提供感受放松和自由活动的空间。在项目起点处，项目团队将水利设施的补水口和分水口与景观相融，跌水与曝气景观设施作为水景观的同时也具有水质净化和曝气充氧的作用；奥克伍德酒店段是集公共参与性及商务商业性于一体的水岸空间；而原谐趣园场地被改造提升为针对不同年龄段居民的舒适活动空间，与此同时，增设的穿梭于水面的清水栈道，为居民提供了近距离感受滨水风光的自然体验。

The “waterfront for leisure and relaxation” section (from Xiangheyuan Road to Xindong Road) mainly serves as an area for community use, providing space for nearby residents to relax and engage in free activities. At the starting point of the project, we integrated water supply and drainage facilities with the landscape, using waterfalls and aeration landscape facilities for both water views and water quality purification. The Oakwood Residence section integrates public and commercial activities into one waterfront space. The original site of Garden of Harmony and Enchantment has been transformed into a comfortable activity space for residents of different ages. Meanwhile, a new clearwater walkway provides residents with a natural experience of the waterfront scenery.

国际交往水岸段（新东路至麦子店街）的北岸覆盖了昆仑饭店、凯宾斯基酒店、燕莎等国际知名酒店及购物中心，而其南岸是使馆区。因此，此段是重要的对外形象展示窗口，亦是设计的点睛之笔。项目团队通过景观设计，让北岸商业区朝向亮马河一侧的空间视线保持开阔，使商业与生态环境相联通，让居民的自由行动与商业活动在自然交融；在南岸，营造出静谧的一带一路友好林和生态艺术公园；一动一静的南北两岸为居民带来不同的滨水体验。伴随着航线开通，人们还可以在夜色降临之时，轻舟夜赏亮马河，饱览河岸美景。

The northern bank of the “cross-culture communication” section (from Xindong Road to Maizidian Street), covers international hotels and shopping centers such as the Kunlun Hotel, Kempinski Hotel, Yansha Friendship Shopping Mapp, while the southern bank is the diplomatic district. This section is an important showcase of the city’s external image and a highlight of the design. Through landscape design, we maintain an open space between the commercial district on the north bank and the Liangma River, connecting business activities with the natural environment. On the south bank, a serene Belt and Road themed ecological art park have been created, providing residents with different waterfront experiences on both sides of the river. With the opening of the waterway, people can also enjoy the beauty of the riverbank at night by taking a boat ride along the Liangma River.

商业活力水岸段（麦子店街至安家楼路）紧邻蓝色港湾商圈，同时连接着朝阳公园。巧于因借，精在体宜，为应对原场地腹地狭窄、高差较大、人车混行等多种不同类型问题，项目组利用河岸高差，将滨河空间巧妙地设计为双层结构：下层为叶子步道及观景平台，为人们提供亲水、观水的空间；上层与周边企业办公空间无缝衔接，商业空间借邻河之景。另外，对整体慢行空间进行梳理后，项目团队于道路、桥梁连接处设置眺望平台，以形成起承转合之势，营造变化丰富而趣味横生的滨水空间。

The “commercial vitality” section (from Maizidian Street to Anjiayuan Road), is adjacent to the Blue Harbor business district and connects to Chaoyang Park. To address various issues such as narrow land, large elevation differences, and mixed pedestrian as well as vehicular traffic, the waterfront spaces have been designed into a double-layer structure: the lower layer consists of leafy walkways and viewing platforms for people to experience the water up close, while the upper layer seamlessly connects with the surrounding corporate office space, allowing businesses to enjoy the river view. In addition, we set up observation platforms at road and bridge connections to create an interesting walking experience.

自然生态水岸段（安家楼路至东四环北路）的设计中，项目团队采用优化植物以及修缮驳岸、园路等方式对原有山体水系进行局部提升改造；新增的蜿蜒水系，在增植特色水生植物、打造浅滩跌水等措施之下实现水体净化，形成生态的过渡区，成为居民与自然交汇之地；继而在梳理沿河节点空间后，在朝阳公园北入口广场的改造提升中，引入草坪与跌水水景以化解场地高差，结合水景雾喷，营造出绿意中水雾缭绕的意境景象。

In the design of the “natural ecology” section (from Anjiayuan Road to Dongsihuan North Road), we optimized the plants and restored the shorelines and park roads to enhance the existing mountain and water systems. The newly added winding water system purifies the water and forms an ecological transition zone. We also enhanced the entrance plaza at the northern entrance of the Chaoyang Park, introducing lawns and waterfall water features to resolve the site’s elevation differences, creating an atmosphere of misty water in the greenery.

水绿同构，解法自然
A design to preserve nature

自然是一条环环相扣的循环再生之链。利用自然的力量修复自然，用生态的办法解决生态的问题，是亮马河治水的理念所在。在生态理水方面，项目团队综合考虑了水资源、水安全、水生态、水环境、水景观、水文化等多方面的系统融合，将部分河段两侧退地还河，修复滨水空间。为促进水生态系统的修复及河道系统生物链的构建，形成水体自净的丰产河道，项目团队纳入了引水上岸、补水工程、水生态及水科技工程，以及景观水利一体化措施，包括结合水利融入曝气、跌水景观等。同时亮马河项目引入应用了智慧水务、生态监测、闸坝集成管理系统等科学治水模式，实现智慧城市的先行探索。

The natural environment is a complex system of interconnected ecosystems. Therefore, it is necessary to use natural solutions to restore nature and solve ecological problems. In terms of ecological water management, we comprehensively integrated elements of water resources, water safety, water ecology, water environment, water landscape, and water culture, and returned part of the land to the river. To further restore the water ecological system and build the river’s biological ecosystem, we introduced measures such as water diversion, water replenishment, water ecology, and landscape water conservancy. At the same time, the Liangma River project introduced smart water management, ecological monitoring, and integrated management systems for dams as an exploration for smart city transformation.

现在的亮马河，葱郁的水岸植物柔化了水陆的边界，坡脚处鱼巣砖为鱼虾提供了生产空间，更多的生物群落得以安家。在流水潺潺中，自然间协调生长的景象正缓缓展开。

Today’s Liangma River, with its lush waterfront plants, softens the boundaries between land and water. The fish bricks nest at the foot of the slope provide space for fish and shrimp to breed, allowing more biological communities to settle. In the water, a harmonious scene of natural growth is slowly unfolding.

共赋新语，复兴社区
A design to revitalize the community

设计之初亮马河大量公共绿地被侵占以及沿线企业密布的原状，是项目推进过程中必须应对的问题。项目团队践行“共商、共治、共建、共管、共享、共赢”的六共治理理念，与沿线企业、街道及相关属地单位共同商讨方案，广泛倾听各方的意见和需求，力求实现腾退共建以及景观与周边业态的高效衔接，最终实现了与周边10余家企业的共建。
At first, the design faced various challenges including the occupation of public green spaces and the dense distribution of enterprises along the riverbank, which had to be addressed during the project’s implementation. We adhered to the concept of co-governance, and collaborated with businesses along the riverbank, streets, and relevant local units to discuss solutions. We listened to feedback and the needs of all parties, and strived to achieve co-building with more than 10 surrounding enterprises.

亮马河的提升不再局限于河道“线”的梳理，而是拓展到城市“面”的整合。融合滨河景观与沿岸商业，让两岸商业发展模式从“背靠河”变为“拥抱河”，带动人气汇聚和活力再生的同时，也为周边区域的业态升级及经济发展带来更多契机。

The upgrade of the Liangma River is no longer limited to the improvement of the river itself but extends to the urban surface. By integrating riverfront landscapes with adjacent businesses, the commercial establishments on both sides of the river have shifted from “backing onto the river” to “embracing the river.” This drives the revitalization of the area, in terms of popularity, business and industry.

如今的亮马河也不仅是供人洗净尘埃的地方，更是承载着北京对外交流、文化交融城市形象的前沿地带。设计以“东方向新、和文化”为文化精神内容，深入挖掘“北京古驿”的新时代意义，让这里展现其浓厚的历史文化、城市记忆以及涉外国际文化，让人们感受交融之美。

Drawing from the cultural essence of “Orientality, Innovation, and Cultural Harmony,” the design imbues the “Ancient Beijing Horse Warehouse” with renewed significance, serving as a platform to highlight the city’s profound historical heritage and facilitate cross-cultural exchange.

项目负责人、AECOM景观设计总监李彦军表示，“重焕生机的亮马河，蜕变成为自然、居民、商业共融之地，也成为了北京朝阳新形象的‘城市地标’，实现了经济、社会和生态效益的多维共赢。”

“The revitalized Liangma River has become an integrated space where nature, daily life and business converge,” said Yanjun Li, project leader and AECOM’s director for landscape. “It has also become a new city landmark for Chaoyang, Beijing, creating multiple economic, social and ecological benefits.”
